About Us

Facilities Planning and Program Services, Inc. (FPPS) was founded in 2006 to support California Community Colleges across a wide range of facilities, planning, and sustainability needs, from master planning and capital program management to energy benchmarking and climate action. Our small, highly experienced team works as an extension of college and district staff, bringing deep knowledge of the California Community College system, the Chancellor’s Office, and the Division of the State Architect. FPPS also serves as the backbone of the Energy Resource and Sustainability Partnership (ERSP), connecting colleges with utilities, state agencies, and statewide resources to help them meet California’s climate and energy goals. To expand our capacity, we partner with a trusted bench of specialized subconsultants in master planning, architecture, engineering, and student housing feasibility. 

FPPS Leadership and Operations

Ron Beeler

President

Ron brings more than 50 years of community college facilities experience, including 35 years as Executive Director of Facilities Planning and Construction at North Orange County CCD. A former DSA Advisory Board representative and the 2022 recipient of the Paul Holmes Facilities Leadership Achievement Award, he has supported dozens of districts with capital outlay planning, Prop 39 energy projects, CMMS implementation, and management of the statewide FUSION database.

Lynn Beeler

Vice President

A co‑founder of FPPS, Lynn has supported the company’s leadership and strategic direction since its inception. She provides essential oversight and continuity behind the scenes, contributing to FPPS’s stability, growth, and long‑standing relationships across the California Community College system.

Terra Dymond

Office Manager & HR Manager

Terra oversees FPPS’s day‑to‑day operations, human resources, and company finances. She manages payroll, overhead, and monthly accounting, and supports districts with DSA project closeout, documentation tracking, and resolving outstanding items on current and legacy projects. Her work helps colleges meet certification timelines and maintain accurate project records.

Based full-time at the RSCCD district office; available for other district engagements.

Ellen Alanis

Project Manager

Ellen brings more than a decade of community college facilities experience and a background in business administration and accounting. She supports all phases of project delivery, from planning and programming through closeout, with expertise in bid documents, RFQ/RFP development, DSA coordination, FUSION space inventory, and Bluebeam Revu.

Ava Hill

Senior Project Manager

Ava has over 35 years of community college facilities and construction experience, including 25 years at North Orange County CCD. She has managed bond programs, Five‑Year Capital Outlay Plans, scheduled maintenance budgets, and multi‑site improvement projects. At Rancho Santiago CCD, she supports construction delivery, procurement, and project administration.

Loo Huh

Administrative/Technical Support

Loo brings more than 20 years of senior analyst and executive administrative experience, most recently supporting leadership at Southern California Gas Company. At Rancho Santiago CCD, she provides Excel‑based reporting and dashboards, document control, QA/QC, SharePoint administration, cross‑functional coordination, and executive‑ready materials.

Alan Kinkaid

Project Manager

Alan is a licensed architect and Certified Access Specialist with more than 30 years of experience in community college and public‑sector facilities design. He holds a Master of Architecture from Cal Poly Pomona and has extensive DSA coordination and closeout experience. At RSCCD, Alan supports facilities planning, capital improvements, life‑safety, and long‑term infrastructure stewardship.

Norma (Patty) Leon‑Encalade

Senior Project Manager

Patty brings more than nine years of experience at Mt. San Antonio College, where she managed renovation projects, space planning, and campus‑wide furniture programs. She has a strong background in stakeholder coordination, project delivery, and interior design, and is completing her Bachelor’s Degree in Business Administration at the University of La Verne. At FPPS, Patty supports facilities planning, project management, and districtwide coordination.

Based full-time at the GCCCD district office; available for other district engagements.

Tim Flood

Senior Project Consultant

Tim brings more than three decades of community college executive leadership experience in administrative, fiscal, and facilities management. He has successfully overseen five Proposition 39 bond programs, managed a $455 million capital construction program, and served in leadership roles for multiple college districts. At Grossmont-Cuyamaca CCD, Tim provides on-site senior project consulting and operational leadership to support facilities, public safety, sustainability, and civic center initiatives.

Lisa Imai

Project & Sustainability Manager

Lisa leads FPPS’s sustainability consulting work and serves as a key contact for the Energy Resource and Sustainability Partnership. A UCLA Environmental Science graduate, LEED Green Associate, WELL AP, and STARS Data Quality Certified Professional, she has supported dozens of campuses with AASHE STARS, ENERGY STAR Portfolio Manager compliance, and sustainability planning. Lisa manages the CCERSP website and leads development of custom Excel tools and automations.

Conor McKenzie

Project & Sustainability Coordinator

Conor holds a B.S. in Applied Economics, Business and Society with a minor in Sustainable Business from the University of Oregon. He is a LEED Green Associate, STARS Data Quality Certified Professional, and is Project Management Ready certified. He advises clients with ENERGY STAR Portfolio Manager compliance, AASHE STARS, and sustainability planning. He performs data analyses and leads development of customized PowerBI dashboards for FPPS clients.

Sara Rehman

Project & Sustainability Associate (Climate Corps Fellow)

Sara is a CSU Sacramento Environmental Studies graduate joining FPPS as a Climate Corps Fellow and STARS Data Quality Certified Professional. She brings hands-on experience supporting the California Energy Commission's Building Energy Benchmarking Program, guiding building owners through ENERGY STAR Portfolio Manager compliance, and supporting AASHE STARS reporting for FPPS clients.

FPACS

Led by Eric Mittlestead

Since 2004, Facilities Planning & Consulting Services, Inc. (FPACS) has specialized in CCC capital outlay, space inventory, scheduled maintenance, and hazardous substance programs. President Eric Mittlestead brings more than 23 years of CCC experience, serves as the statewide FUSION database trainer, and is the retired Associate Vice Chancellor of Construction and Facilities Planning at Kern CCD. FPACS has completed 14 comprehensive space inventories, 14+ Facilities Master Plans, 290+ Five-Year Construction Plans, 370+ IPPs, and 130+ FPPs for CCC districts. FPPS has partnered with Eric for more than a decade, including long‑term engagements at Long Beach (since 2015) and South Orange County CCD (since 2018). 

HPI Architecture

Led by Larry Frapwell

HPI has served California higher education clients for 50 years, with a significant portfolio in the CCC system. In the past five years alone, HPI has completed 15 Facilities Master Plans and programming/design for more than 2,000,000 square feet of instructional, student life, and support facilities. HPI provides architectural programming, design, and Final Project Proposal documentation in support of FPPS engagements, including current work with Long Beach Community College District. 

Rodriguez Engineering

Led by Eric Rodriguez

Rodriguez Engineering provides structural evaluation and engineering consulting in support of FPPS facilities and capital outlay projects. The firm assists with structural assessments and Final Project Proposal documentation for districts such as Long Beach City College and South Orange County CCD.

Volz Company

Led by Ann Volz

Volz Company supports FPPS with student housing market and demand analysis and Total Cost of Ownership (TCO) studies for community college affordable student housing initiatives. Their work includes stakeholder engagement, off‑campus market analysis, and feasibility deliverables for grant applications, including Long Beach City College’s Affordable Student Housing Construction Application.
