Capital Outlay Program Support
FPPS provides comprehensive technical, administrative, and programmatic support for California Community College districts managing Capital Outlay Programs, Space Inventories, and State Funding Applications. Our work strengthens district planning, ensures compliance, and supports successful project delivery from early concept through closeout.
Deliverables:
Developing and managing Five-Year Capital Outlay Plans, IPPs, and FPPs
Preparing, verifying, and analyzing Space Inventory submissions for compliance and planning accuracy
Supporting Facilities Master Plan development by integrating district priorities, operational feasibility, and long‑range needs
Providing program‑level oversight from planning and design through DSA review, construction, and project closeout
Coordinating with state agencies on funding requirements, including Prop 39 and CCCCO reporting
Conducting structural evaluations and technical reviews to strengthen FPPs and funding eligibility
Delivering cash flow analysis, project scheduling, and scenario modeling to support bond planning
Preparing stakeholder‑ready presentations and reports for boards, administration, and campus leadership
