Total Cost of Ownership Assessment

FPPS provides building‑level operating cost estimates and long‑range financial projections that support staffing decisions, operations planning, and Facilities Master Plan budgeting for California Community Colleges. Our Total Cost of Ownership (TCO) assessments give districts a clear, data‑driven understanding of the resources required to operate and maintain facilities over time.

Deliverables:

  • Developing building‑level operating cost estimates based on maintainable square footage

  • Calculating Energy Use Intensity (EUI) and Water Use Intensity (WUI) metrics for each facility

  • Conducting staffing analyses aligned with APPA maintenance, custodial, and grounds performance levels

  • Producing long‑range cost projections to support Facilities Master Plans and multi‑year budgeting

  • Delivering a reusable TCO tool that districts can update annually with current data
